With ruference to Your Excellency's despatch No.553 (25/68./1935) of the 23rd February last and to
previous correspondence on the subject of the "Tunzʊhow"
piracy, I have to inform you that the question of re- inforcing the measures at present taken to combat
pirway of tho China coast formed the subject of &
recent conference held at the admiralty, ut which the
departments primarily concernow ware represented.
among the questions discussed at the colurence
was a proposal for the rant of ertificates to vessels
which are adequately protectou against piracy. This
proposal formed one of the recomminuations for
improving unti-piracy measures ocntained in admiral
Sir F. Dreyer's report to the admiralty (NQ,494/1-34 }
dated the 28th Maren last, a copy of which was sont
to you direct. You will observe fros this report but
the original proposal, as outlines by admiral Dreyer,
provided for the issue by the British authorities at
Bong Kong or shaughul to Britisa hips carrying
passengers on the China coast of fires clases of
certificaten, Lacording to the degree of protection
afforded against rirates. as a result of the discussion
